"Any advertisements encouraging children under 12 to use the devices are set to be banned, with warnings that children under six are particularly at risk.
It will also become illegal to sell a mobile without earphones and there will be limits set on the amount of radiation that a phone is allowed to emit.
The legislation, announced by Jean-Louis Borloo, Environment Minister, represents the first time that a European government has seriously confronted the widely-disputed health dangers of mobile use.
It contrasts sharply with the position in Britain, where the government has largely ignored the recommendations of an official report nine years ago that under 16s should be discouraged from using mobiles."
